This Development Guide contains brief descriptions of each of the major development processes in the City of Portsmouth, Virginia, from the rezoning of property to the issuance of a building permit. It is intended to give citizens, developers, architects and others an overview of what is involved in the development, improvement and use of land in the City. The development processes contained in this guide are covered in more detail in the City Code. Copies of the City Code are available for a fee and can be obtained by contacting the City Attorney’s Office at 757-393-8731.
